Prohibits the manufacture or sale of cosmetics tested on animals; punishable by a fine of not more than five thousand dollars for the first violation and not more than one thousand dollars per day if the violation continues; the attorney general may investigate and bring an action for violations.

Requires courts, prior to accepting a plea, to provide notice to the defendant that such plea and the acceptance thereof could result in deportation, removal from the United States, exclusion from the United States or denial of citizenship, if the defendant is not a citizen of the United States.

Establishes a Minority Coordinating Council on Asthmatic Affairs within the department of health to assess the asthma risk factors for the minority citizens of our state, counties and regions; identifies the existing barriers to quality asthma treatment and care among minorities; develops action steps for addressing care issues; launches a state-wide asthma awareness campaign to educate our citizens about the disease; requires report.
Requires fashion sellers to be accountable to standardized environmental and social due diligence policies; establishes a fashion remediation fund for the purpose of implementing one or more environmental benefit projects or labor remediation projects that directly and verifiably benefit the workers and communities directly impacted, to the extent practicable, at the location the injury has occurred.
