Provides that municipalities shall permit bicycle and running events on public highways and shall not charge unreasonable fees for such events.
Authorizes the use of school facilities by not-for-profit or charitable organizations for the operation of after-school programs; requires programs to present some form of educational instruction or academic material, or promote physical education, arts instruction, community service or other activities to promote youth development; provides the school district shall provide such facilities at no fee or for a minimal fee.
Prohibits an employer or educational institution from requesting or requiring that an employee, applicant or student disclose any user name, password, or other means for accessing a personal account or service through specified electronic communications devices.

Provides tax credits for upstate reinvestment zones, for qualified purchases of buildings and qualified rehabilitation expenditures of buildings in such zones; sets credit at 20%.
Sets nutrition standards for restaurants distributing incentive items aimed at children.
Permits voter registration and party enrollment, and change of party enrollment within 10 days of a primary, general, or special election.
Restricts the imposition of additional unfunded mandates on local governments by the state until such time as those mandates are fully funded by the state; provides for certain exceptions; provides that a three-fifths majority in each house shall override this restriction.
Relates to the child and dependent care credit and increases the percentage of the federal credit.
