Provides for the regulation by the departments of state, health and environmental conservation of chemicals of high concern to children.

Creates a firearm violence research institute and a firearm violence research fund; makes an appropriation therefor.
Enacts the "school bus camera safety act" to authorize the installation and use of photo monitoring devices on school buses to detect and record vehicles illegally passing or overtaking a school bus; provides for owner liability of a motor vehicle detected by a camera to have illegally passed or overtaken a school bus; provides that liability shall be a civil fine equal to the traffic infraction fine imposed therefor; authorizes school districts to receive state aid for the purchase of such cameras.
Relates to the creation of a searchable database; requires qualified participants to report annually on projected and actual jobs created and retained in connection with any related economic development benefits; establishes a public database.
Provides that if the person or business providing the notification was the source of the breach, an offer to provide appropriate identity theft prevention and mitigation services, shall be provided at no cost to the affected person for not less than 12 months, along with all information necessary to take advantage of the offer to any person whose information was or may have been breached if the breach exposed or may have exposed personal information.
Relates to exempting the costs associated with certain infrastructure investments from the real property tax levy limit, including expenditures for the public water system and sewage treatment works.
