Restricts the use of segregated confinement and creates alternative therapeutic and rehabilitative confinement options; limits the length of time a person may be in segregated confinement and excludes certain persons from being placed in segregated confinement.

Relates to reporting requirements for the START-UP NY program; requires an annual report be prepared and provided to the governor and the legislature including, but not limited to, the number of business applicants, number of businesses approved, benefits distributed and received and the number of net new jobs created per business including cumulative data that reflects the amount previously recorded and adjusted for net new jobs that have been lost.
Requires providers of services for the developmentally disabled to perform certain duties relating to the use of surveillance cameras in all public common areas in residential facilities.
Prohibits fees for security freezes by consumer credit reporting agencies in the case of a breach of information; prohibits fees for subsequent removal or temporary lift of a security freeze, requires a consumer credit reporting agency which has suffered a breach to provide free identity theft protection services.
Relates to the offenses of rape in the first, second and third degrees.
Prohibits the diminution of health insurance benefits of public employee retirees and their dependents or reducing the employer's contributions for such insurance; defines employers to include the state, municipalities, school districts, and public authorities and commissions.
Enacts the "private well testing act"; authorizes the department of health to promulgate rules and regulations to establish standards for the testing of drinking water from privately owned wells.
Relates to increasing and modifying the penalties associated with passing a stopped school bus by certain vehicles including but not limited to, buses, vehicles with 15 or more passengers and vehicles with a GVWR of more than 26,000 pounds.
Relates to promoting understanding, awareness and enforcement of animal crime laws.
Requires hospitals to establish policies and procedures regarding domestic violence; establishes ongoing training programs on domestic violence for all current and new hospital employees; designates a hospital staff member to coordinate services to victims; provides for the interaction of hospitals with community domestic violence service providers in order to coordinate services to victims of domestic violence; requires hospitals to offer to contact a local advocate when admitting or treating a confirmed or suspected victim of domestic violence.
