Provides that the period of immunity from prosecution for a criminal or civil action that a defendant is entitled to by virtue of holding the office of president of the United States shall not apply to the calculation of the time limitation applicable to commencement of such actions.
Establishes a sales tax exemption for the purchase of electric vehicles that are designed for the purpose of transporting persons in wheelchairs or containing any physical device or alteration designed to permit access to and enable the transportation of persons in wheelchairs.
Prohibits the keeping of inventory, storage, warehouse, processing, packaging, shipping or distributing of flavored vapor products near where vapor or tobacco products are sold at retail or wholesale.
Requires prospective licensees of cannabis licenses to submit a formal attestation of compliance with local zoning laws, land-use regulations, and municipal code requirements and proof of local municipal compliance to the Cannabis Control Board when applying for an OCM Cannabis license, and give municipalities the ability to request an extension of time to submit an opinion on the prospective licensee application.
Establishes a disability employment innovation fund; authorizes the issuance of "Classic NY" series license plates consisting of reissued historical license plate designs; authorizes the commissioner of motor vehicles to identify, reserve, and auction certain license plate configurations that are determined to have elevated market value; directs proceeds of "Classic NY" series plates and any auctioned plates to be deposited into the disability employment innovation fund.
Provides that the purposes, powers and authorized expenditures of the New York state archives partnership trust board may be exercised for the benefit of the New York state museum and the New York state library, in addition to the New York state archives.
Authorizes the use of fully autonomous vehicles in Albany and Rensselaer counties until July 1, 2028; provides for operation, licensing, insurance, duties following crashes, on-demand autonomous vehicle networks, registration and titles, operation by human drivers, and related provisions.
Enacts the "data center water stewardship and reuse act" to reduce reliance on potable public water supply systems and increase use of recycled or reclaimed water; provides for data center water use management into the state's environmental conservation framework, ensuring sustainability, watershed protection, and technological innovation; establishes the dataácenter water stewardship fund.
Changes the amount of the exemption permitted for capital improvements to residential buildings to $200,000 where a local law or resolution is adopted on or after January 1, 2026.
Authorizes all municipalities, with the consent of the county and the governing body of such municipality, to join a county self-funded or self-insured health plan; requires certification.
