Increases the amount of the exemption permitted for capital improvements to residential buildings from $80,000 to $200,000 where a local law or resolution is adopted on or after January 1, 2020.

Establishes the Thomas A. Constantine institute for the study of transnational organized crime within the state university of New York; makes an appropriation therefor.
Implements the effective background check act of 2018; requires background checks for employees who would be authorized to possess or transfer firearms.
Exempts the Capital District Transportation Authority from bond issuance charges.
Requires owners of limousines and similar vehicles to fix issues with such vehicles within 10 days after a failed safety inspection; and penalizes persons that perform safety inspections on vehicles they are not permitted to inspect.

Provides a 25% tax credit against personal income taxes for the purchase of gun safety equipment up to $500.
Directs the commissioner of energy to adopt regulations increasing fuel economy standards for passenger vehicles purchased by or for the state or any agency or public authority thereof, and requires that by 2030 all such vehicles shall be battery, electric, plug-in hybrid electric or zero emission vehicles.
Directs the commissioner of motor vehicles to conduct a study on the distribution of traffic fines and to issue a report on the matter.
Implements a one year phase-in period for a local law, ordinance or resolution imposing a paper carryout bag reduction fee where forty percent of such fees are returned to such county or city for the purpose of purchasing and distributing reusable bags, with priority given to low- and fixed-income communities, and after the first year, such forty percent of fees shall be remitted to the person who collected the fees.
