Provides for due process procedures for persons who currently are placed in New York state education department approved out-of-state residential schools pursuant to the education law and the federal individuals with disabilities education act who have received an offer for transitional care or certain care prior to becoming eligible to receive such care.

Requires perishable and packaged food to be clearly marked with safety and quality dates.
Increases the amount of income eligible for income base reductions in certain tuition assistance program awards for students who have been granted exclusion of parental income and are single with no dependent, or who have a spouse but no other dependent, for income tax purposes.
Directs the department of health to develop state food guidelines for foods purchased, served, and sold by state agencies, programs, and institutions and on state property.
Requires corporations and municipalities to notify property owners prior to beginning services that may interfere with a property owner's ability to enjoy, use, or access such property owner's property; exempts cases where a natural or man-made disaster or state of emergency occurs.
Relates to prohibiting the sale or manufacture of single-use plastic water bottles not comprised of one hundred percent recycled material; prohibits the sale of single-use plastic beverage containers comprised of less than seventy-five percent recycled materials; establishes penalties for violations; requires food service establishments to provide customers with tap water, beverages and leftovers in reusable beverage containers provided by a customer.
Prohibits the creation and dissemination of synthetic media within sixty days of an election with intent to unduly influence the outcome of an election; makes such act a class E felony.
Creates the health insurance guaranty fund.
Relates to notifying certain individuals who apply for or are issued an order of protection or a temporary order of protection, of their ability to apply for an extreme risk protection order.
Relates to contributions from persons doing or seeking business dealings with a state governmental entity.
