Relates to access to reports of child abuse and maltreatment by criminal justice agencies; requires the office of children and family services to establish a centralized database of reports of child abuse and maltreatment for criminal justice agencies to access in the performance of their duties; defines criminal justice agencies.

Establishes an unemployment bridge program and an unemployment bridge program fund to provide wage replacement to workers that do not qualify for unemployment insurance or other worker wage assistance programs and who have lost a major source of income due to lost work (Part A); establishes the "Digital Ad Tax Act (DATA)" creating a tax on digital advertising services (Part B).

Authorizes land banks to lend money, to make grants and take and hold real and personal property as security for the payment of funds so loaned or for the performance and enforcement of grant agreements.
Criminalizes acting as a runner or soliciting or employing a runner to procure patients or clients.
Requires manufacturer of nonprescription blood glucose self-testing equipment, devices and supplies to submit to the New York State Board of Pharmacy a comprehensive list of designated suppliers and authorized distributors of nonprescription blood glucose self-testing equipment, devices and supplies; prohibits pharmacists from distributing nonprescription blood glucose self-testing equipment, devices, and supplies or seeking reimbursement therefor when the pharmacist knows or has reason to know that the equipment did not come through an authorized supplier or distributor.
Reduces the minimum nonforfeiture interest rate for annuities from one percent to one half of one percent for annuities during the surrender charge period, and from one percent to fifteen hundredths of one percent during any contract period with no surrender charge.
