Prohibits any person from slaughtering a horse where such person knows or has reason to know that such horse will be used for human consumption; and prohibits any person from selling, bartering, giving away, purchasing, possessing, transporting, delivering or receiving horseflesh where such person knows or should know that such horseflesh is intended for human consumption; and provides penalties for violation.
Enacts the "school bus camera safety act" to authorize the installation and use of photo monitoring devices on school buses to detect and record vehicles illegally passing or overtaking a school bus; provides for owner liability of a motor vehicle detected by a camera to have illegally passed or overtaken a school bus; provides that liability shall be a civil fine equal to the traffic infraction fine imposed therefor; authorizes school districts to receive state aid for the purchase of such cameras.
Requires state agencies to submit proposed rules and regulations intended to implement legislation to the appropriate committee of the legislature for approval; provides that no such rule or regulation shall take effect unless it has been approved by a majority vote of such legislative committee.
Provides a refundable tax credit in an amount equal to fifty percent of the cost of a gun safe up to a maximum credit of five hundred dollars.
Increases the amount of money a retiree may earn in a position of public service in the year 2018 and thereafter to $35,000.
Establishes the bullet-proof vests for officers fund.
Relates to interest on indebtedness incurred by taxpayers to pay for higher education.
Establishes a Lyme and tick-borne disease working group to review current best practices for the diagnosis, treatment and prevention of Lyme and tick-borne diseases.
Grants personal income taxpayers with a credit of $1.00 per day for each day up to a maximum of seventy-five days after April 1 until the legislature enacts the state budget provided such taxpayer has timely filed his or her return.
