Provides that any aggrieved party to an appeal, may either: (i) apply to the department of social welfare's supervising administrative law judge, or such other individual as the commissioner may designate, for review as provided in department regulations; or (ii) apply for review as provided in article seventy-eight of the civil practice law and rules.
Provides that the period of licensure or certification for child care providers shall be for four years; directs the office of children and family services to promulgate necessary rules and regulations setting forth training requirements.
Provides for the review of unfunded mandates.
Authorizes imposition of life imprisonment without parole sentence for persistent violent felony offenders upon conviction of a violent felony offense when such person has previously been subjected to two or more predicate violent felony convictions.
Provides that the sentence for murder in the first degree shall be life imprisonment without parole.
