Prohibits the New York Department of State from issuing a certificate of dissolution and filing a judgment or final order of dissolution for the pension fund for employees of the former St. Clare's Hospital in the city of Schenectady, county of Schenectady, until an investigation and/or audit by the New York State Department of Health, the New York State Attorney General or the New York State Comptroller has been conducted to ascertain whether there was any impropriety in the handling and management of funds in such pension plan.
Requires that all victim impact statements in New York state be video recorded; and requires that the members of the parole board and all presiding commissioners for such hearing review all relevant victim impact statements prior to the conduct of a parole hearing.
Relates to enacting Jacobe's Law in relation to requiring school administrators to contact the parents or guardians of students when bullying or harassment has occurred.
Authorizes a distinctive "guardians for schools" license plate; and establishes the guardians for schools fund.
Relates to support orders for adult dependent children; provides that parents or kinship caregivers of an adult child under the age of 26 are chargeable with support of such individual provided such individual is diagnosed with a developmental disability as defined in section 1.03 of the mental hygiene law.
Relates to the practice of applied behavior analysis; removes the requirement for a diagnosis from a person who is licensed or otherwise authorized to provide such diagnosis for persons with autism or related disorders.
Requires that the state fund any program which imposes a mandate upon municipal corporations or school districts; establishes criteria for any exemption from such law if such mandate is ordered by the judiciary, pursuant to an executive order or requested by the locality; establishes the New York state mandate review council.
Allows school districts to permit home-schooled students to participate in district interscholastic sports.
Provides a tax credit for spay or neuter services.
