Requires legislative approval of any increased fees, rental or charges for the use of the thruway; provides that any shortfalls in revenue resulting from a denied proposal shall be made whole by the general fund.

Requires the forfeiture by state officers or local officers of STAR exemption eligibility upon conviction of a felony related to public employment.
Prohibits sex offenders who are on parole and in civil confinement from voting in certain elections.
Requires that any ballot proposition creating a state debt shall contain an estimate of the amortization period and the total expected debt service payable thereon until the bonds issued pursuant to such proposition are retired; relates to deposits to the tax stabilization reserve fund; provides that at least 10% of any surplus shall be used to pay down state debt.
Exempts lemonade stands operated by persons under sixteen years of age from department of health permitting requirements.
Requires a resolution by the board of trustees of a school district to authorize the installation, administration, operation, notice processing and maintenance of and use of photo monitoring devices on school buses to detect and record vehicles illegally passing or overtaking a school bus; provides for owner liability of a motor vehicle detected by a camera to have illegally passed or overtaken a school bus; provides that liability shall be a monetary penalty in the amount of two hundred fifty dollars.
Provides that the maximum speed limit on state highways may be established pursuant to an engineering and/or traffic investigation authorized or performed by the department of transportation or the municipality within which the section of state highway subject to such speed limit is located.
Relates to setting bail for dangerous defendants who pose a threat to public safety.
Establishes the safe water and infrastructure action program for the purpose of making payments toward the replacement and rehabilitation of existing local municipally-owned and funded drinking water, storm water and sanitary sewer systems; applies to any county, city, town or village drinking water system, storm water system or sanitary sewer system within the state that is not under the maintenance and/or operational jurisdiction of the state nor any private entity.
Requires the estimated cost of mandated expenditures and appropriations within the body of the bill.
