Relates to stretch limousine safety requirements and changes the class of license required to operate stretch limousines; stretch limousines are vehicles that have a seating capacity of nine or more.

Requires the commissioner of transportation to establish, maintain, monitor and publicize a hotline operated and maintained by the department of motor vehicles through which any person may report safety issues with stretch limousines and to use such reports when determining withdrawing a motor carrier's operating authority or denying applications for new or revised operating authority.
Provides that altered motor vehicles commonly referred to as "stretch limousines" which were altered on or after January 1, 2021, shall have at least two safety belts for the front seat and at least one safety belt for the rear seat for each passenger for which the rear seat of such vehicle was designed.
Establishes the stretch limousine passenger safety task force to conduct a comprehensive review of matters influencing the safety, adequacy, efficiency, and reliability of stretch limousine transportation of passengers for compensation.
Requires an equal distribution of legislative staff and appropriations to be made among all members of the legislature; provides for additional funds and staff for members in special capacities as long as such additional staff does not deal with constituent services.
Relates to providing a tax credit for qualified expenses relating to healthy living; provides such credit shall equal, up to one thousand dollars, the amount paid by the taxpayer during the taxable year for qualified expenses relating to healthy living.
Enacts the "chronic criminal act"; establishes the crime of aggravated criminal conduct.
Relates to implementing a dangerous dog owner alert system.
Creates the alternative fuel incentive fund; provides that monies allocated from the fund will be used for certain purposes; makes an appropriation therefor; provides that thirty million dollars will be allocated for research and development, twenty seven million dollars for the thruway authority to create alternative fuel stations on the thruway, twenty million dollars for a cellulosic ethanol refinery and five million dollars for administrative costs.
Relates to authorizing the delivery of liquefied petroleum gas in times of emergency; authorizes delivery by companies who do not own the cylinder, container or receptacle under certain circumstances provided the cylinder, container or receptacle has been inspected and certified as required by law or regulation.
