Establishes the New York small business relief fund consisting of monetary penalties imposed by the state liquor authority to provide grants to small businesses which have suffered economic hardship as a result of the COVID-19 pandemic.
Provides that members of the assembly and senate of New York shall not serve more than six two year terms.
Suspends employer contributions to the interest assessment surcharge fund until December 31, 2023.
Provides that the apportionment of mortgage taxes for property situated in more than one tax district shall be based upon the full market value estimate of the property covered by such mortgage.
Creates a fourteenth judicial district to consist of the counties of Putnam, Dutchess, Orange, and Rockland; makes the ninth judicial district solely the county of Westchester; makes related provisions.
Requires the Empire State Development corporation's broadband program office to assist in the provision and expansion of broadband internet access service and to address inequities in the availability of such service.
Provides a $1,000 refundable state income tax credit for qualified medical providers and first responders charged with caring for COVID-19 patients for the 2020 and 2021 tax years.
Prohibits day care centers from requiring children 5 and under to wear masks.
Makes the intentional causing of physical injury to a sports official a class D felony of assault in the second degree; creates class B misdemeanor of aggravated harassment of a sports official when a person, with intent to annoy, harass, threaten or alarm a sports official, strikes or expectorates on such official.
Relates to the entitlement to unpaid leave of absence for victims of domestic violence; permits victims of domestic violence to take an unpaid leave of absence for ninety days from employment to address on-going domestic violence; defines "address on-going domestic violence"; contains provision to protect the individual's job position and benefits.
