Enacts "The Domestic Violence Protection Act - Brittany's Law" requiring registration of violent felony offenders; sets forth duties of the division of criminal justice services; establishes a special telephone number; requires the division to maintain a subdirectory of violent predators.

Changes the "Life Pass It On" license plate to the "Donate Life New York State" and "Be an Organ & Tissue Donor".
Prohibits the governor, lieutenant governor, attorney general, comptroller, any state legislator, any elected county, city, town or village official, or any person who currently holds elective office from serving as a delegate to the constitutional convention.
Restricts automatic renewal of contracts for electronic and life safety alarm services; makes such automatic renewal provisions unenforceable unless: the automatic renewal offer terms or continuous service offer terms are presented to the consumer in a clear and conspicuous manner; the business or person furnishing the electronic and life safety alarm service obtains the consumer's affirmative consent; and such renewal or continuous service offer provides an acknowledgment of the contract cancellation policy, and information regarding how to cancel in a manner that is capable of being retained by the consumer.
Relates to poll watchers for special, town or village elections being held for the sole purpose of a ballot proposal.
Relates to the regulation of short-term rental units; authorizes short-term rental units and requires short-term rental hosts to register each unit with the division of housing and community renewal; establishes that occupancies of a short-term rental unit shall be subject to taxes and fees pursuant to articles twenty-eight and twenty-nine of the tax law and applicable local laws.
Requires kindergartens to operate full day programs.
