Relates to the reimbursement of schools for purchasing New York farm products; establishes rates of reimbursement dependent upon the percentage that New York farm products constitute a school's food purchases.
Directs the governor to establish 10 regional economic development councils to provide long-term strategic planning for economic growth for the regions of the state; requires members of regional economic development councils to follow the financial disclosure requirements and the code of ethics in the public officers law.

Creates the digital currency task force to provide the governor and the legislature with information on the potential effects of the widespread implementation of digital currencies on financial markets in the state.
Relates to the confinement of companion animals in unattended motor vehicles under conditions that endanger the health or well-being of an animal and what can be done in the event an animal is seen suffering; provides a "good samaritan" exemption; exempts transportation of certain animals in motor vehicles designed to transport such animals for agricultural purposes; and provides penalties.
Prohibits the use of chemical flame retardants on residential upholstered furniture.
Relates to the distribution of certain mandatory surcharges imposed for alcohol-related traffic convictions; establishes an impaired driving safety fund.
