Establishes hospital-sponsored off campus emergency departments as a "hospital"; sets out specific standards for operations, staffing and capacity requirements.

Relates to the purposes and powers of industrial development agencies and to improving the accountability and transparency of such agencies; makes conforming changes to the general municipal law; extends the bond issuance charge to the debt issued by not-for-profit corporations acting on behalf of the state or its political subdivisions; relates to the purposes and powers of local development corporations and certain other not-for-profit corporations thereof.
Makes certain provisions of the "nurse practitioners modernization act" permanent; eliminates certain administrative obligations.
Establishes the teachers' fossil fuel divestment act; requires the New York state teachers' retirement system to divest the retirement system of any stocks, securities, equities, assets, or other obligations of corporations or companies included on an exclusion list of coal producers and oil and gas producers.
Excludes from state income tax up to $10,200 of unemployment compensation benefits earned by a resident of the state.
Authorizes the commissioner of education to certify or require the training of teachers, administrators and instructors in the area of dyslexia and related disorders.
Requires school districts to conduct mandatory early screening for dyslexia for all children commencing in pre-kindergarten or kindergarten and continuing thereafter on an annual basis until each child successfully completes second grade; requires school districts to designate an individual to maintain complete and accurate records containing early screening reports for each child, and to provide resources and materials to the parent and/or guardian of any child who displays indications of dyslexia.
Relates to a state transportation plan; requires such plan include a minimum twenty-year forecast period at the time of adoption, assessing long-range needs spanning such period, including a forecast of highway pavement and bridge conditions; requires the commissioner of transportation to submit a report to the governor, the temporary president of the senate, and the speaker of the assembly, beginning September first, two thousand twenty-two and semi-annually thereafter, a list of those capital projects in the department's capital program that have experienced major schedule changes or major cost changes in letting schedule or construction cost.
Requires individuals who perform compliance functions, duties or tasks to obtain a compliance officer or compliance practitioner license; establishes application and examination requirements to obtain, and continuing education requirements to maintain, licensure; permits the superintendent to issue licensing procedures and to prescribe regulations necessary for the proper supervision of compliance officers and practitioners.
Creates a state-wide literacy education advocacy program modelled after the Newburgh Armory Unity Center Literacy Education Advocacy Partnership to study the viability of the Newburgh Armory Unity Center Literacy Education Advocacy Partnership.
