Authorizes the commissioner of New York homes and community renewal, as soon as practicable and subject to the disbursement of federal funds expressly for this purpose to the housing finance agency, to implement an emergency COVID-19 homeownership stability program and issue an emergency homeownership payment directly to the eligible homeowner; makes related provisions.

Establishes a no fare program for individuals serving as full-time employees of the New York city transit authority, the Long Island Railroad and the Metro-North Commuter railroad company.
Requires faculty to be in compliance with all requirements pertaining to the instruction of the established curriculum by requiring faculty to sign a document under oath; penalties for failure to be in compliance includes revocation of their instructor certificate.
Authorizes police agencies to charge fees for searching, copying, and mailing police agency generated records except for where the requesting party is a victim to or was charged with the crime related to such documents.
Authorizes the town of Blooming Grove to establish community preservation funds; establishes a real estate transfer tax with revenues therefrom to be deposited in said community preservation fund.

Relates to fines for false alarms by an alarm system; allows a municipality to enact, adopt or enforce any ordinance, resolution or regulation requiring any alarm system company to pay for or be responsible for any fines, fees or other penalties relative to false alarms only when the false alarm is attributed to a deficiency in the alarm system or an error of the alarm system company or central station.
Extends certain insurance payments and debt collections for the COVID-19 covered period.
