Enacts the "Protecting Our Nursing Homes Act" to establish a program to provide funding from the federal CARES act for nursing homes to purchase personal protective equipment, provide for the cost of COVID-19 testing, and to increase staffing.
Requires the department of health to establish criteria for risk factors of drowning by children in various age groups; requires the department to conduct an ongoing public awareness and education program on drowning risks, precautions and life-saving procedures.
Authorizes Joseph Murphy, a former employee of the NYS department of corrections and community supervision, to receive a refund for military service credit purchased in the New York state and local employees' retirement system.

Requires the department of economic development, job development authority, and urban development corporation to provide preferences to small businesses and entrepreneurs in the administration of their economic development assistance programs; requires annual reports thereon.
Relates to lyme disease and tick-borne infection awareness and prevention for children's overnight, summer day and traveling summer day camps; provides guidelines for treatment and notification; provides for the development of materials.
Increases the penalties for certain crimes involving tampering with a witness or intimidating a victim or witness; increases the penalty for tampering with a witness in the third degree and intimidating a victim or witness in the third degree to class D felonies; increases the penalty for tampering with a witness in the second degree and intimidating a victim or witness in the second degree to class C felonies.
Prohibits lobbyists, political action committees and labor unions and certain persons registered with the state board of elections from making loans to candidates or political committees.
Requires the department of labor to provide at least five years of credit monitoring and identity theft surveillance services to certain individuals whose information may have been disclosed inappropriately.
