Enacts the building up immigrant legal defense or BUILD act

Enacts the building up immigrant legal defense or BUILD act to provide competitive workforce development and capacity building grants to eligible entities that are seeking to expand access to representation for individuals facing deportation by increasing the workforce and strengthening the legal services infrastructure needed to provide such representation.

Increases the handling fee paid by a deposit initiator to a dealer or operator of a redemption center from three and one half cents to five cents per container; decreases the amount of quarterly payments a deposit initiator must pay the commissioner of taxation and finance from eighty to forty-seven percent of the balance of initiator's refund value account; provides for registration as a redemption center.

Relates to the performance of medical services by physician assistants; provides that a physician assistant may practice without the supervision of a physician when such physician assistant is employed by a health system or hospital and is credentialed and given privileges by such health system or hospital, or when such physician assistant is licensed, has practiced for more than six thousand hours, is practicing in primary care, and is performing certain functions.

Requires hospitals to provide medically supervised detoxification services

Requires hospitals to provide medically supervised detoxification services to all patients requiring such services; provides, that if the hospital is at ninety percent capacity or greater, such hospital shall connect the patient to an alternative facility within such patient's network to access such medically supervised detoxification services without any increased risk to the health or life of the patient.
