Establishes a blue ribbon commission on fair competition in the outdoor recreation industry to examine, evaluate and make recommendations regarding methods to promote fair competition in the outdoor recreation industry; provides such commission shall consist of eleven appointed members; requires a report to the governor and legislature on or before December 31, 2022.

Provides an extension for payment of real property taxes owed by landlords who own five or less rental units when a tenant of a unit located on such real property has withheld rent payments for a period of one hundred eighty days after the expiration of the state of emergency.
Requires utility companies to reimburse consumers for spoilage of food and medication due to the lack of refrigeration in the event of a power outage lasting seventy-two hours or more.
