Establishes new targets for offshore wind electricity generation; includes the requirements that there is at least 9,900 megawatts of offshore wind electricity generation by 2035, 15,800 megawatts of offshore wind electricity generation by 2040, at least 18,000 megawatts of offshore wind electricity generation by 2045 and at least 20,000 megawatts of offshore wind electricity generation by 2050.

Provides a tax credit for sales or rentals of agricultural assets to beginning farmers; requires the commissioner of agriculture and markets to implement a plan for certification of eligible taxpayers with respect thereto.

Authorizes certain persons confined in institutions operated by the department of corrections and community supervision to apply for a sentence reduction.
Establishes a course of instruction and learning expectations on climate education in all public pre-kindergarten, elementary and secondary schools which shall include various principles and concepts including environmental justice.
Prohibits the diminution of health insurance benefits of public employee retirees and their dependents or reducing the employer's contributions for such insurance; defines employers to include the state, municipalities, school districts, and public authorities and commissions.
Establishes the offenses of reckless endangerment of an emergency service person in the first and second degrees.
