Establishes the New York state first home savings program to authorize first time home buyers to establish savings accounts to buy their first home

Maddy summaryNew York's S 1157 establishes a state-run savings program to help first-time homebuyers save for purchasing their first primary residence in New York. The program creates tax-advantaged savings accounts managed by the state comptroller, allowing eligible residents to contribute funds that qualify for state income tax benefits under Section 612 of the tax law. To qualify, applicants must have no prior ownership of any home (including mobile homes claimed as personal property on tax returns) and must use funds exclusively for buying or building a home in New York to be used as their primary residence for at least two years. The bill outlines specific account rules, defines "first-time homebuyer," and specifies allowable expenses like purchase costs for houses, condos, or cooperative units within the state.

Rededicates the Franklin Delano Roosevelt Mid-Hudson bridge to Franklin and Eleanor Roosevelt

Maddy summaryThis bill (S 5003) formally designates the Franklin Delano Roosevelt Mid-Hudson bridge as the "Franklin and Eleanor Roosevelt Mid-Hudson Bridge" for ceremonial purposes only. It requires the New York State Bridge Authority to update highway signage to reflect this name, while clarifying that the bridge's official legal name remains unchanged. The bill does not alter the bridge's operation, ownership, or any existing legal designation, and specifically states the change is ceremonial to avoid confusion or disruption to commerce. This is a symbolic renaming with no substantive policy impact.

Relates to reporting on food security trends

Maddy summaryThis bill requires New York's Department of Public Health to annually report on food security trends using a standardized survey method. It directs the department to include the USDA's six-item food security survey module in its yearly data collection and publish county-level results on its public website. The law replaces the discontinued federal annual food insecurity report, ensuring New York maintains local tracking of food security. This provides policymakers and community organizations with updated, granular data to inform decisions about nutrition assistance programs.
