Requires the disclosure of tax returns by candidates for president and vice president.

Establishes a clinical preceptorship personal income tax credit for certain health care professionals who provide preceptor instruction to students studying to be a health care professional.
Relates to prohibiting insurance companies from imposing co-payments for treatment at an opioid treatment program.
Requires health practitioners to discuss with patients the risks associated with certain pain medications before prescribing such medications; requires that for the first opioid analgesic prescription of a calendar year the prescribing physician shall counsel the patient on the risks of overdose.
Makes permanent certain provisions authorizing a school district to provide student transportation based upon patterns of actual ridership.
Enacts the "overdose prevention centers act" and provides for the repeal of such provisions upon the expiration thereof.
