Requires school boards of school districts with race-based mascots to, at least once annually, dedicate a portion of a meeting of such school board to the discussion of racial sensitivity.
Establishes a racial equity, social justice, and implicit bias training program for all state government and private employees in the state.
Authorizes any person who has graduated or will graduate from an American Bar Association accredited law school or is otherwise eligible to take the New York state bar exam during the COVID-19 state disaster emergency, has demonstrated compliance with section 520.9 of the rules of the court of appeals, and has satisfied the requirements for good moral character and general fitness requisite for an attorney- and counselor-at-law as required by section 90 of the Judiciary Law and who intends to primarily practice law in the State of New York to be admitted to practice in all the courts of record of the state.

Establishes a COVID-19 emergency rental assistance program; implements a program of rental assistance in the form of emergency vouchers for eligible individuals or families; defines terms.
Prohibits the idling of any passenger vehicle, with certain exceptions, for more than 3 consecutive minutes; first violation is a warning, subsequent violations of such section are traffic infractions punishable by a fine of $150.
