Relates to housing navigation services for those with intellectual and developmental disabilities

Maddy summaryThis bill creates a new program to help people with intellectual and developmental disabilities find and keep stable housing in New York State. It requires the state to develop a training curriculum for housing navigators and establish a task force made up of government officials and community experts to oversee the program's implementation. The navigators will assist individuals in creating personalized housing plans, applying for financial aid, and transitioning between living situations while ensuring they have access to necessary support services. Additionally, the legislation authorizes the health commissioner to seek federal waivers to fund these services and mandates that future state plans include updates on the program's progress and effectiveness.

Establishes a right of first refusal in municipalities for state land to be sold at public auction

Maddy summaryThis bill requires state officials to offer unappropriated state land to local governments before selling it to private buyers at public auction. The offer price depends on how the local government plans to use the land, being either one dollar for parks and recreation or the current appraised value for other municipal uses. Local governments have ninety days to accept the offer, and if they do, the land must be used for the stated purpose or it will revert to the state. If a local government declines or fails to respond within the deadline, the state retains the right to sell the land to a private party.
