Establishes differential payment rates for child care services provided by licensed, registered or enrolled child care providers

Establishes differential payment rates for child care services provided by licensed, registered or enrolled child care providers for providers providing care to children experiencing homelessness, child care providers providing care during nontraditional hours, or in other situations deemed appropriate by a local social services district.

Prohibits funding for certain SUNY, CUNY or community colleges or organizations on such campuses which, directly or indirectly, permit terrorist organizations

Prohibits funding for SUNY, CUNY or community colleges which, directly or indirectly, permit terrorist organizations on campus; provides that the state university trustees adopt rules and regulations that any student group or student organization that receives funding from the state university of New York that directly or indirectly promotes, encourages, advocates, or permits any terrorist advocacy or activities on campuses, shall be ineligible for funding, including funding from student activity fee proceeds.

Relates to care and protection of children

Relates to care and protection of children; adds to the definition of children at risk infants who test positive for a controlled substance not prescribed by a physician, in their bloodstream or urine, are born dependent on such drugs or who demonstrate drug withdrawal symptoms, or who have been diagnosed with a condition attributable to in utero exposure to illegal drugs.

Relates to penalties for promotion of a suicide attempt

Provides that a person may be charged with promoting a suicide or manslaughter if he or she is convicted of endangering the welfare of a vulnerable elderly person, an incompetent or physically disabled person and the conduct was the proximate cause of the victim's suicide.
