Prohibits unsolicited telemarketing sales calls during a declared state of emergency or disaster emergency where the declaration or proclamation of emergency includes a finding that unsolicited telemarketing sales calls would impair actions taken to limit, control, or mitigate the emergency; explains the basis of such finding; provides that such prohibition may not extend for a period of more than two weeks, subject to renewal for additional two-week periods by further findings of necessity made at the end of each two-week period.
Provides a $750 income tax credit for retired disabled police officers.
Waives Unemployment Pandemic Benefits repayments in whole or in part if the payment of such pandemic unemployment assistance was without fault on the part of the claimant and such repayment would be contrary to equity and good conscience.
Provides that a prior conviction within the past two years for petit larceny shall raise a subsequent offense to grand larceny in the fourth degree.
Creates the offense of fostering the sale of stolen goods.

Authorizes an increase in the maximum speed limit to 70 mph for travel on roadways that currently have a maximum speed limit of 65 mph.
Allows lifetime orders of protection when the respondent is convicted of certain felonies or an attempt to commit such felonies.
Relates to employment of persons and veterans with disabilities by the state; provides up to five thousand positions may be filled by persons with a physical or mental disability and up to two thousand positions may be filled by disabled veterans and veterans with disabilities.
