Rededicates the Franklin Delano Roosevelt Mid-Hudson bridge to Franklin and Eleanor Roosevelt

Maddy summaryThis bill (S 5003) formally designates the Franklin Delano Roosevelt Mid-Hudson bridge as the "Franklin and Eleanor Roosevelt Mid-Hudson Bridge" for ceremonial purposes only. It requires the New York State Bridge Authority to update highway signage to reflect this name, while clarifying that the bridge's official legal name remains unchanged. The bill does not alter the bridge's operation, ownership, or any existing legal designation, and specifically states the change is ceremonial to avoid confusion or disruption to commerce. This is a symbolic renaming with no substantive policy impact.

Expands disclosure requirements for lobbyists

Maddy summaryThis bill expands disclosure requirements for lobbyists by adding new categories of government actions they must report, including appropriations, gubernatorial or local executive orders, and tribal-state agreements. Lobbyists and their clients will need to include more specific details in their bi-monthly reports about what they lobbied on, how they voted on those issues, and the names of the government bodies they engaged with. The bill also clarifies how compensation and lobbying expenses must be reported, requiring detailed breakdowns for expenses over $75 while excluding personal travel and modest communication costs. These changes directly affect registered lobbyists, their clients, and the state ethics commission that oversees lobbying activities. The legislation aims to increase transparency by ensuring a more comprehensive record of lobbying efforts across different types of government decisions.

Ensures the public has virtual access to public service commission proceedings and may file documents electronically

Maddy summaryThis bill allows the public to attend public service commission meetings online and submit documents electronically instead of in person. It applies to proceedings involving gas, electric, water utilities, and other commission actions, while keeping settlement negotiations restricted to authorized parties. The commission and administrative law judges must accept electronic filings, requiring physical copies only when digital submission isn't possible. The changes will take effect approximately six months after the bill becomes law, with flexibility to implement necessary rules immediately.
