Requires the commissioner of health, in conjunction with the superintendent of financial services, to promulgate rules and regulations requiring that any increase in a bill from a hospital or health system or health care provider shall be sent to a patient no later than ninety days after the original bill was paid in full by such patient and good cause be shown for such increase, unless such increase is the result of any action by such patient.

Relates to enhancing the state's flood mitigation and coastal resiliency activities; establishes a restriction on alienation.
Requires that any limited liability company who is the grantor or grantee in the conveyance of real property provide a document to be accompanied with the filing of a deed which identifies the names and business addresses of all members, managers, and any other authorized persons of such limited liability company.
Changes the time period for extrajudicial consent and lengthens the time period for payments to a birth mother prior to giving birth and expands the types of unlawful denials of prospective applicants in adoption proceedings; repeals provisions relating to an individual's religious faith when determining placement.
Establishes the excluded workers fund to provide payments to workers who suffered a loss of work-related earnings or a major source of household income during a state of emergency declared by the governor and who are otherwise ineligible for unemployment insurance.
Prohibits the commission from making a regulation or allowing a tariff that imposes a fee, surcharge, cost or creates a cost differential for a customer for having an analog meter, digital meter, automated meter reading equipped meter, advanced metering infrastructure equipped meter or manual meter so long as such customer provides access and allows for metering in compliance with the rules, regulations and tariffs as the commission may impose.
Relates to the salaries of certain teachers and aides employed by boards of cooperative educational services; puts limits on certain administrative and clerical expenses.
Relates to industrial development agencies; relates to such agencies' representation, public hearings, notices of agenda, and school board reporting.
Authorizes Jonathan Roman, David Arroyo, and Vincent Fiumara to receive certain service credit under section 384-d of the retirement and social security law; authorizes Jason Behar to receive certain service credit under section 384 of the retirement and social security law.
Directs the commissioner of education to establish a regional secondary school advisory council and for such council to make recommendations regarding the establishment of regional high schools; provides for the repeal thereof.
