Enacts the "adjunct professors' unemployment insurance fairness act"; provides that an offer of employment or assignment made to a part-time faculty employee by a higher education institution which is contingent on enrollment, funding, or programmatic changes shall not constitute reasonable assurance of continued employment.

Establishes a program of tiered eligibility for services offered by the office for people with developmental disabilities for persons with learning disabilities and other complex neurological impairments.
Establishes an arts fund to receive contributions for the support of the New York state council on the arts through a personal income tax return check-off; provides that for tax years after January 1, 2016, any individual may elect to contribute to the arts fund by indicating such intent on a tax form.
Directs the department of financial services to periodically inspect residential real properties for which a lender has a duty to maintain; authorizes the department of financial services or the municipality to impose a $500 a day civil penalty for the failure of a lender to maintain an abandoned property that it has a duty to maintain; requires such lenders to register with the statewide vacant and abandoned property electronic registry.
Requires wireless telephone companies that offer shared or family plans to allow victims of domestic violence to be released from the account without penalty in instances of domestic violence.
Establishes the temporary state commission on intimate partner violence, within the office for the prevention of domestic violence, to study, report on and make recommendations on the prevalence, causes, effects, risks and costs of such violence.
Relates to raising the age for prosecution of certain crimes; amends the definitions for juvenile delinquent, persons in need of supervision, infant and juvenile offender; creates a youth part for certain proceedings involving juvenile offenders; and establishes that no county jail be used for the confinement of persons under the age of eighteen.
Enacts the "comprehensive contraception coverage act" to provide insurance coverage for FDA-approved contraceptive drugs, devices and products.
Provides for the regulation of the resale of tickets; increases penalties for individuals and businesses that violate such requirements.
Provides that a business must provide notification of a data breach within 15 days of such breach; includes the department of financial services to the list of entities that must be notified of a data breach that affects any New York resident.
