Establishes the office of ethnic and community media; provides duties of the executive director; requires each state agency to seek to direct at least fifty percent of its total spending on advertising to ethnic and community media outlets.
Relates to establishing an abatement and exemption from real property taxes for capital improvements to reduce carbon emissions; establishes an energy efficiency improvement board to approve the abatements and exemptions.
Creates climate liability for fossil fuel related activity which caused or contributed to climate change; creates a right of action.
Institutes a moratorium on the closure of hospitals during a state of emergency which was declared due to a pandemic.
Requires a police officer to provide the consequences of refusal to submit to a chemical test for the purpose of determining the alcoholic and/or drug content of the blood, both orally and in writing in such person's preferred language, and by an interpreter if necessary.
Establishes a five thousand dollar to twenty-five thousand dollar tax credit for the hiring and retaining of unemployed veterans for a minimum thirty-five hours per week, minimum one year employment period.
Provides temporary holding facilities for adolescent offenders if no magistrate is available and an arrested juvenile or adolescent offender cannot be released prior to arraignment.
Prohibits property/casualty insurers from discriminating based on race, color, creed, national origin, disability, age, marital status, sex, sexual orientation, education background or educational level attained, employment status or occupation, income level, consumer credit information or score, ownership or interest in real property, location, type of residence, including but not limited to single-family home, multi-family home, apartment, housing subsidized by state and/or federal programs, or any other residence type, or any indication of a consumer's price elasticity of demand.
Relates to acknowledging the fundamental injustice, cruelty, brutality, and inhumanity of slavery in the City of New York and the State of New York; establishes the New York state community commission on reparations remedies to examine the institution of slavery, subsequently de jure and de facto racial and economic discrimination against African-Americans, the impact of these forces on living African-Americans and to make recommendations on appropriate remedies; provides for the repeal of such provisions.
