Establishes the community schools act; authorizes the commissioner to award grants for community schools programming; appropriates funds therefor.
Requires landlords to furnish each tenant either renewing or entering into a lease with a rider describing the rights and duties of landlords and tenants; requires the rider to conform to the intent of section 5-702 of the general obligations law.

Allows Tammy Sciavillo, wife of deceased firefighter Vito Sciavillo, who was employed by the Greenville Fire Department in the county of Westchester, to file an application for continuation of state health insurance benefits.
Provides that no person shall be denied the equal protection of the laws of this state or any subdivision thereof; provides no person shall, because of race, color, ethnicity, national origin, age, disability, creed, religion, or sex, including sexual orientation, gender identity or expression, pregnancy, pregnancy outcomes, reproductive healthcare and autonomy, be subjected to any discrimination in their civil rights by any other person or by any firm, corporation, or institution, or by the state or any agency or subdivision of the state.
Extends the authorization of the town of Mount Pleasant to adopt a local law to impose a hotel/motel occupancy tax for hotels not located in a village to September 1, 2025.
Extends certain provisions relating to bonds and notes of the city of Yonkers.
Extends certain provisions relating to additional sales tax imposed by the city of Yonkers.
