Repeals the rebates for stock transfer tax paid; dedicates funds of the stock transfer tax fund and stock transfer incentive fund to various funds; establishes the safe water and infrastructure action program.

Protects medically important antimicrobials for human public health; establishes a livestock producer may provide a medically important antimicrobial to a food-producing animal only if a licensed veterinarian, in the exercise of professional judgment, determines that the provision of the medically important antimicrobial to the animal is necessary: to control the spread of a disease or infection, to treat a disease or infection, or in relation to surgical or other medical procedures; requires veterinarians licensed to practice in New York state to file an annual report detailing their prescribing history of medically important antimicrobials to food-producing animals.
Provides that one hundred percent of in-state sales of new lawn care devices shall be zero-emissions by two thousand twenty-seven.
Establishes the safe water and infrastructure action program for the purpose of making payments toward the replacement and rehabilitation of certain existing local drinking water, storm water and sanitary sewer systems; applies to any county, city, town, village or public authority drinking water system, storm water system or sanitary sewer system within the state that is not under the maintenance and/or operational jurisdiction of a private entity.
Provides a temporary retirement incentive for certain public employees (Part A); provides an age 55/25 years temporary retirement incentive for certain public employees (Part B).
Relates to the execution of a warrant of arrest; authorizes the commissioner of the division of criminal justice services to establish a system to record and monitor the issuance and execution of search warrants; authorizes the chief administrator of the court system to establish educational programs for judicial personnel on the law of searches, arrests and seizures.
Relates to the creation of a court appointed advocate for animals.
Requires health insurance policies to cover comprehensive genetic screening and FDA approved biomarker testing for ovarian and prostate cancers.
Authorizes courts to hold evidentiary hearings for a temporary order of protection in certain circumstances and grants superior court judges the authority to issue a temporary order of protection when an action is pending in a local criminal court in certain circumstances.
Changes the structure of the metropolitan transportation authority's voting members; requires a two-thirds vote for such authority to take on any new obligations.
