Enacts provisions relating to collective negotiations by health care providers with certain health care plans in certain counties; applies to health benefit plans that provide benefits for medical or surgical expenses incurred as a result of a health condition, accident or sickness, including an individual, group, blanket or franchise insurance policy or insurance agreement offered by certain enumerated entities.

Establishes the dietary supplements safety committee.
Enacts the "safe staffing for quality care act" to require acute care facilities and nursing homes to implement certain direct-care nurse to patient ratios in all nursing units; sets minimum staffing requirements; requires every such facility to submit a documented staffing plan to the department on an annual basis and upon application for an operating certificate; requires acute care facilities to maintain staffing records during all shifts; authorizes nurses to refuse work assignments if the assignment exceeds the nurse's abilities or if minimum staffing is not present; requires public access to documented staffing plans; imposes civil penalties for violations of such provisions; establishes private right of action for nurses discriminated against for refusing any illegal work assignment.
Provides for pharmacy benefit management and the procurement of prescription drugs to be dispensed to patients, or the administration or management of prescription drug benefits; sets forth definitions; provides for funds received by a pharmacy in trust for the health plan or provider and provides for accountability of such funds; further provides for an appeals process to investigate and resolve disputes regarding multi-source generic drug pricing.
Enacts the "New York state living donor support act" to provide state reimbursement to living organ donors, who are state residents, for medical and associated expenses incurred as a result of the organ donation, when the organ donation is made to another resident of the state; requires the provision of information on transplantation to patients with severe kidney disease.
Relates to payment of claims submitted by healthcare agencies.
Directs the department of health to make additional payments for inpatient services provided to recipients of medical assistance by certain public hospitals.
Provides that freestanding diagnostic and treatment centers receiving comprehensive family planning reproductive health services grants, shall be eligible for state aid for indigent care.
Requires the filing of additional transferor and contributor identification information in campaign receipt and expenditure statements for the receipt of amounts over one hundred dollars, including the occupation, employer and employer's address in the case of an individual, and the full name and address of any partnership, committee, association, corporation, labor organization or group of persons.
Ensures compliance with the competitive bidding law by municipalities.
