Relates to rent regulated and rent stabilized housing accommodations by tenants over sixty-two years of age or a tenant with a disability.

Provides voters with a warning about New York's closed primary system on voter registration forms.
Establishes the New York state commission to end mass incarceration and to prevent violence; provides such commission shall investigate, evaluate and make recommendations concerning how to reduce the New York prison population, incidences of violent crime in New York state, and other various topics related to the criminal justice system.
Expands the individual psychotherapy services provided by licensed social workers, in accordance with licensing criteria set forth in applicable regulations to which the applicable reimbursement rate is based entirely upon the ambulatory patient group methodology.
Makes tuition free for New York state residents at SUNY and CUNY schools and community colleges; requires state residency and employment for a period of five years after completion of academic program.
Prohibits lobbyists who are convicted of or plead guilty to class D felonies or higher level crimes from acting as a lobbyist for a period of three years from the date of the conviction; provides the authority to extend suspensions; entitles such lobbyist to a hearing upon application for suspension extension.
