Establishes a commission to study cyber security in the state

Maddy summaryS 3344 creates a 11-member commission within New York's Office of Information Technology Services to study the European Union's GDPR and assess the state's current cybersecurity posture. The commission will examine protections for critical infrastructure - including electrical grids, transportation systems, and financial networks - and develop recommendations to strengthen online data privacy for New York residents. It must submit a report to the governor and legislature within one year, using EU standards as a model. This bill directly affects state government agencies and private sector entities operating critical infrastructure, but does not enact new laws - it focuses solely on research and recommendations.

Requires the disclosure of lead-based paint test reports in real estate transactions

Maddy summaryS 4265 requires sellers of residential properties built before 1978 to provide lead-based paint inspection reports before closing sales. This directly affects home sellers and buyers in New York State, ensuring buyers know if lead paint hazards exist in properties they're purchasing. The bill mandates a one-time lead paint inspection prior to sale (not ongoing inspections) and requires the report to be included in the state's lead inspection registry. It complements existing laws by closing a gap where federal rules only required disclosure of known hazards, not mandatory testing.

Qualifies when kidnapping or related offenses constitute a sex offense

Maddy summaryThis bill clarifies that kidnapping or related offenses committed to further a sex crime against a minor under 17 years old will be classified as a sex offense. Specifically, it expands the definition to include cases where the victim is under 17 (and the offender isn't the parent), and the kidnapping occurs "in furtherance of a sex crime" as defined in New York law. The key mechanism adds these kidnapping scenarios to the list of acts qualifying as sex offenses under correction law. This directly affects legal proceedings involving minors under 17 who are kidnapped to facilitate sex crimes like child sexual abuse or trafficking. The change ensures such cases are prosecuted under sex offense statutes, not just kidnapping charges.
