Establishes Buoy's law; requires veterinarians to notify owners of potential risks and side effects of medication verbally or through electronic means prior to prescribing or otherwise providing medication to an animal; allows the client, or his or her agent, to decide whether or not to have a consultation.

Authorizes the use of supplemental nutrition assistance program benefits to purchase online groceries in accordance with federal laws and regulations and relates to the state supplemental nutrition assistance program outreach program.
Permits the correctional association to access, visit, inspect, and examine all state correctional facilities without advance notice to the department; during such visits the association shall have the power to interview and converse publicly or confidentially with any correctional employee, any incarcerated individual, and any other person providing services in a state correctional facility, whether or not employed by such facility.
Requires the inclusion of suicide prevention resources to be provided with a warrant of eviction, including the National Suicide Prevention Lifeline and the applicable Suicide Crisis telephone number as provided by the Office of Mental Health.
Prohibits self-service facility owners from enforcing liens, by private or public sale, on personal property held in a self-storage facility during state disaster emergencies or county states of emergency.
Provides that a surrogate court clerk or chief clerk shall refuse to accept for filing papers filed in a proceeding only under certain circumstances or as designated in statute, administrative rule or order of the court; provides such reasons; requires the payment of any applicable statutory fees, or an order of the court waiving payment of such fees, before accepting a paper for filing; makes related provisions.
