Relates to the regulation of street vendors by cities by authorizing cities to adopt a program to regulate street vendors; requires street vendors to obtain a permit and provides for penalties for failure to comply with such regulations.

Relates to loans by the housing trust fund corporation; provides that such loans may exceed the thirty year limit in instances where a lengthier period is necessary to provide for a loan term that is co-terminus with the terms of other financing or regulatory agencies participating in the project.
Provides that recovery of wages due to a clerical error by the employer or vendor of the employer is prohibited if such clerical error did not result in an overpayment or other inaccuracy in the amount of wages paid or the time in which wages were dispersed.
