Prohibits police officers from using racial and ethnic profiling; requires that a procedure be established for the taking and review of complaints against police officers for racial and ethnic profiling; allows an action for injunctive relief and/or damages to be brought against a law enforcement agency, any agent of a law enforcement agency and the supervisor of an agent.

Establishes the New York Health program, a comprehensive system of access to health insurance for New York state residents; provides for administrative structure of the plan; provides for powers and duties of the board of trustees, the scope of benefits, payment methodologies and care coordination; establishes the New York Health Trust Fund which would hold monies from a variety of sources to be used solely to finance the plan; enacts provisions relating to financing of New York Health, including a payroll assessment, similar to the Medicare tax; establishes a temporary commission on implementation of the plan; provides for collective negotiations by health care providers with New York Health.
Enacts the "New York state teleworking expansion act"; provides that each state agency shall establish a policy and program to allow employees to perform all or a portion of their duties through teleworking to the maximum extent possible without diminished employee performance.
Permits a residential tenant to utilize a security deposit to pay rent during a state disaster emergency if such tenant has had a loss of income or loss of employment due to such state disaster emergency, provides a one year period to replenish such security deposit.
Requires certain perils be covered under business interruption insurance during the coronavirus disease 2019 (COVID-19) pandemic.
Establishes the Emergency Coronavirus Affordable Housing Preservation Act of 2020 to implement protections to reduce the harm to New York residents and ensure safe, decent, sanitary, affordable housing and financial stability during the novel coronavirus disease, COVID-19, crisis and all other public emergencies.
Defines the term "party" as any political organization which at the last preceding election for governor polled at least fifty thousand votes for its candidate for governor.
Authorizes electronic ballot applications and electronic return of certain ballots by telephone facsimile transmission and as an attachment to an electronic mail transmission; authorizes facsimile transmission or electronic mail return of a federal post card application form; includes state and local elections on the ballots of special federal voters.
Requires an annual report on appliance and equipment energy efficiency standards and resulting energy and utility bill savings.
Modifies the standard of evidence and certain other procedures when determining whether to revoke the community supervision of a person.
