Relates to the enactment of the student journalist free speech act

Enacts the student journalist free speech act to protect student speech at educational institutions unless such speech is libelous, an invasion of privacy, or incites students to commit an unlawful act, violate school policies, or to materially and substantially disrupt the orderly operation of the school.

Establishes the New York State Community Commission on Reparations Remedies; makes an appropriation of $250,000

Relates to acknowledging the fundamental injustice, cruelty, brutality, and inhumanity of slavery in the city of New York and the state of New York; establishes the New York state community commission on reparations remedies to examine the institution of slavery, subsequently de jure and de facto racial and economic discrimination against African-Americans, the impact of these forces on living African-Americans and to make recommendations on appropriate remedies; makes an appropriation therefor; and provides for the repeal of such provisions.

Relates to attorneys graduating from law school or who are otherwise eligible to take the New York state bar exam during the COVID-19 state disaster emergency

Authorizes any person who has graduated or will graduate from an American Bar Association accredited law school or is otherwise eligible to take the New York state bar exam during the COVID-19 state disaster emergency, has demonstrated compliance with section 520.9 of the rules of the court of appeals, and has satisfied the requirements for good moral character and general fitness requisite for an attorney- and counselor-at-law as required by section 90 of the Judiciary Law and who intends to primarily practice law in the State of New York to be admitted to practice in all the courts of record of the state.
