Authorizes the administration of vaccines for hepatitis A, hepatitis B, human papillomavirus, measles, mumps, rubella, varicella and COVID-19 by a licensed pharmacist.

Enacts the New York State COVID-19 Health Registry Act providing for the monitoring and tracking of the long-term health impacts of COVID-19 in New York state residents.
Prohibits any employer, labor organization, employment agency or licensing agency, or employees or agents thereof, to seek high school, college or graduate program graduation dates from a prospective employee for an interview or as a condition for employment.
Provides for coverage of a one hundred twenty-day supply of a prescription without prior authorization during a state disaster emergency, and requires pharmacies to dispense such one hundred twenty-day supplies of prescriptions at no cost to a patient in the event such patient's insurance denies coverage due to lack of prior authorization.
Enacts the community gridlock prevention act, which requires all land use actions to include an intersection and response time of emergency services impact study in addition to any existing requirements for an environmental assessment statement or an environmental impact statement.
Includes a statement on the envelopes of ballots for absentee voters and special presidential voters for signature affirmation.
Requires compliance with substantially equivalent education by nonpublic schools; outlines new requirements.
Imposes an additional two percent sales tax on retail sales of motor vehicles over $70,000 excluding commercial vehicles and electric vehicles, jewelry over $5,000 and articles of clothing, footwear, handbags, luggage, umbrellas, wallets or watches sold for over $1,000; provides that such tax shall be distributed equally to the credit of the state university of New York and the city university of New York.
Requires instruction in civic education for grades 5 through 12 including instruction on the NYS constitution; federal, state and local government; civic literacy; methods of public participation; and the rights and responsibilities of citizenship.
Grants student loan forgiveness for certain municipal attorneys employed by political subdivisions of the state.
