Directs the New York city housing authority to establish occupant protection plans for projects having lead paint and post and maintain signs in conspicuous locations at the affected projects.
Establishes sales tax exemptions for residential and commercial energy storage systems equipment.
Establishes an accessory dwelling unit incentive program to encourage the creation of accessory dwelling units; includes accessory dwelling units in the definition of the term housing accommodations in the human rights law; provides for a temporary property tax exemption on the increase in value of property resulting from the addition of an accessory dwelling unit

Allows access to sealed records and certain confidential records by the New York city civilian complaint review board in furtherance of the board's duties and functions.
Establishes new targets for offshore wind electricity generation; includes the requirements that there is at least 9,900 megawatts of offshore wind electricity generation by 2035, 15,800 megawatts of offshore wind electricity generation by 2040, at least 18,000 megawatts of offshore wind electricity generation by 2045 and at least 20,000 megawatts of offshore wind electricity generation by 2050.
Imposes an excise tax on the sale of ammunition to be deposited into the gun violence impact fund; establishes the gun violence impact fund; authorizes the director of the office of victim services to administer grants from the gun violence impact fund.
Expedites MTA capital project improvement, construction, reconstruction, or rehabilitation by establishing a process for utility relocation necessary for such project.

Requires the establishment of an appeals process for students who are denied the state resident tuition rate at any public university or college.
