Establishes that areas containing lead-contaminated soil shall have the levels of lead contamination decreased to 300 ppm for residential areas and 1,000 ppm for commercial areas.

Authorizes owners of itinerant barber shops to obtain barber shop owner's licenses provided that they can furnish proof of proper layout and adequate equipment for the shop, and sanitary conditions in the shop and good moral character.
Relates to removing the lifetime ban on jury duty for convicted felons who have completed their sentencing, including any period of probation or community supervision.
Provides for programs, supports and services for individuals being released from state and local correctional facilities to ensure that such persons receive mental health and substance use disorder services, educational needs and job readiness services and housing assistance.
Enacts the "Wandering Officers Act" prohibiting provisional or permanent appointment of a person as a police officer if such person has previously been fired as a police officer from any jurisdiction within or without the state, if such person left a position as a police officer either while under an investigation or while being the subject of a disciplinary action which could result in termination from any jurisdiction within or without the state, or if such person resigned while criminal charges were pending stemming from actions committed while on duty as a police officer in any jurisdiction within or without the state.
Includes whether an individual was in custody on the death certificate for such individual; requires such information to be included in the publicly available statistics published on the website of the department of health.
