Directs the division of criminal justice services to develop a human trafficking interceptors program including issuing appropriate guidelines; provides such division may adopt, amend or rescind any rules and regulations as may be necessary or convenient to the operation of the program.

Defines the crime of sex trafficking of a child, person who is mentally disabled, or person who is mentally incapacitated as a class B felony.

Directs the commissioner of the office of alcoholism and substance abuse services to collect data on the number of facilities sited and operating within each jurisdiction of each community board; make such data available on the office's website, updated as needed to maintain an accurate dataset; and consider such data in the course of the approval of the establishment, incorporation and certification of providers of substance use disorder services.
Requires gynecological services to be offered to incarcerated individuals with cervixes unless such individuals decline such services in writing.
Expedites the distributions of funds for the supervision and treatment services for juveniles program; requires that eligible municipalities receive the sum equivalent to at least their last approved supervision and treatment services for juveniles program plan.
