Enacts the "Velmanette Montgomery YouthBuild act"; sets program requirements; authorizes grants to eligible YouthBuild participants; establishes application requirements.
Relates to reducing the cost of prescription drugs by establishing maximum wholesale drug prices that are the same as the prices in Canada.

Permits a redetermination of a tax abatement for rent-controlled and rent regulated property occupied by senior citizens or persons with disabilities upon a permanent decrease in income.
Establishes and funds the close the waitlist fund by utilizing a tax surcharge to pay for providing senior services to individuals who have been waitlisted to receive such senior services.
Creates the office of older adult workforce development within the office for the aging to address the needs of older adults regarding the workplace.
