Enacts the "New York state YouthBuild act"; sets program requirements; authorizes grants to eligible YouthBuild participants and establishes application requirements.
Prohibits local taxi and limousine commissions from allowing any base or other entity to dispatch to a livery without that base or other entity first becoming a member of the independent livery driver benefit fund.
Directs the commissioner of corrections and community supervision, in consultation with the commissioner of motor vehicles and the federal bureau of prisons, to develop a program to provide an identification card to each inmate upon the release of such inmate from custody.
Increases the contribution that a resident taxpayer may make to family tuition accounts for each beneficiary thereof during a taxable year.
Allows access to sealed and protected records to civilian law enforcement oversight entities conducting investigations and disciplinary proceedings for misconduct by police and peace officers.
Authorizes owners of itinerant barber shops to obtain barber shop owner's licenses provided that they can furnish proof of proper layout and adequate equipment for the shop, and sanitary conditions in the shop and good moral character.
Includes whether an individual was in custody on the death certificate for such individual; requires such information to be included in the publicly available statistics published on the website of the department of health.
Relates to claims for unjust conviction.
Requires state contractors to submit a statement on preventing human trafficking in bids to the state and maintain a written policy for preventing human trafficking within its operations, business dealings, and supply chain and provide to the state a copy of such policy when submitting such statement.
Relates to the regulation and licensing of employer-integrated and non-verified on-demand pay providers.
