Requires health care professionals to prescribe opioid antagonists when prescribing an opioid and discuss the dangers of opioid addiction with such patient in a manner consistent with regulations promulgated by the commissioner of health.

Establishes a tax credit for rent paid on the personal residence of certain taxpayers who lease the taxpayer's primary residence during the taxable year and who pay rent with respect to such residence in excess of thirty percent of such taxpayer's gross income for such taxable year.
Provides for the office of temporary and disability assistance to provide rental assistance to individuals with a loss of ability to pay rent as a result of COVID-19 without requiring a certification of risk for eviction from a court to demonstrate such loss.
Authorizes the attorney general to bring an action for violation of the prohibitions concerning unlawful selling practices and specifies damages awardable.
Enhances the penalty for persons who violate orders of protection after having been previously convicted of violating such orders.
