Establishes the "education equity act" which provides language assistance to parents or guardians who have children enrolled in public school and whose primary language is not English; defines terms; creates an annual language assistance plan to assess language needs in the district; requires the department of education to establish web pages detailing the rights of parents to translation services in each covered language; requires annual reports by each school district to the local board of education.
Relates to banning formaldehyde in certain children's products.
Directs the state education commissioner to require public school districts to report on compliance with art education instruction requirements.
Enacts the "New York state YouthBuild act"; sets program requirements; authorizes grants to eligible YouthBuild participants and establishes application requirements.

Relates to the authenticity, attribution and authorship of fine works of art; defines the term authenticator and stipulates that in a civil action regarding authenticity, the claimant must specify with particularity the facts and prove the elements by clear and convincing evidence; entitles the authenticator to recover reasonable attorneys' fees and expenses if he/she prevails.
Extends the coverage period for medical assistance to a period of one year beginning on the last day of pregnancy.
Relates to proceedings to vacate convictions for offenses resulting from sex trafficking, labor trafficking and compelling prostitution and provides for confidentiality of records of such proceedings.
