Establishes Three King's day as a school holiday for all public schools in a city school district of a city having a population of one million or more inhabitants.

Requires leases, licenses and management agreements entered into by the office of parks, recreation and historic preservation relating to the use or management of state parks and historic sites, having a term of more than 1 year, to comply with the recommendations of the management or master plan of the state park or historic site to which the lease, license or management plan relates.
Provides senior citizens shall be entitled to use any park, recreational facility or historic site without the imposition of any fee or other charge; defines senior citizens as persons 62 years of age or older.
Relates to the sale, lease or other disposition of property of the New York city department of education, New York city educational construction fund and the New York city school construction authority; requires all disposition to be subject to New York city's uniform land use review procedure and requires prior notification and community consultation.
Requires the department of environmental conservation and the department of health to establish certain standards related to the cleaning of playground equipment after pesticide exposure.
